HB 1921 permits the operation of specific unregistered off-highway vehicles, such as recreational and utility vehicles with side-by-side seating, on highways with a posted speed limit of 65 miles per hour or less. The provision excludes interstates and limited-access highways. To operate on such roads, the vehicle must display a license plate issued under the existing statutory framework.
