HB 194, titled the “Faith-Based Foster Care Enhancement Act,” allows religious organizations in Texas to establish and operate “faith-based child-care facilities” specifically for children in foster care. These facilities would be exempt from standard licensing requirements for child-care facilities, though minimum health, safety, and fire standards set by the state would still apply. Faith-based facilities would be required to provide mental health services, create “faith-family” programs for mentorship, and collaborate with child welfare agencies for foster placements. The bill authorizes state grants to support faith-based child-care facilities using available funds or private donations.
