HB 1946 amends the Texas Clean Air Act to mandate the denial of permits or authorizations for new source reviews of permanent cement production plants, including cement kilns, located within 10 miles of semiconductor wafer manufacturing facilities. Semiconductor wafer manufacturing facilities are defined as those engaging in processes such as single-crystal ingot growth, wafer slicing, etching, polishing, bonding, cleaning, epitaxial deposition, or metrology.
