HB 1995 proposes to create an optional indication on vehicle registration applications for owners who may transport individuals with disabilities. The bill defines "person with a disability" to include individuals with physical, intellectual, behavioral, or cognitive impairments, autism, or other conditions that may impede effective communication with law enforcement. The Texas Department of Motor Vehicles would be required to provide this information to the Department of Public Safety (DPS) for inclusion in the Texas Law Enforcement Telecommunications System to alert peace officers during traffic stops. The bill includes privacy protections, prohibiting disclosure of the type of disability and restricting access to this information under contract.
