Digest
HB 212, the “Texas Parental Empowerment Act of 2025,” establishes a reimbursement-based educational choice program enabling parents to receive financial support for private school tuition. Under this program, the state provides reimbursements for private school tuition up to 80% of the state’s average maintenance and operations (M&O) expenditure per student. The program is open to all school-age Texas residents, with reimbursements administered by the Texas Comptroller. Additionally, private schools voluntarily participating are exempt from new state educational program regulations implemented after January 1, 2025. Any cost savings generated from this program will be redirected to the Foundation School Program to support public school districts and charter schools.
