HB 2138 prohibits discrimination based on sexual orientation, gender identity, or gender expression in foster care services. It applies to the Health and Human Services Commission, the Department of Family and Protective Services, single source continuum contractors, and any other entities involved in child welfare services, including licensure, verification of foster homes, or child placement.
