Digest
HB 2141 amends the Penal Code to clarify that criminal offenses do not apply to the provision of gender-affirming care by licensed healthcare providers, as long as the care complies with state and federal laws and is conducted with requisite consent. Gender-affirming care is defined as health services affirming an individual’s perception of their sex when inconsistent with biological sex. The bill applies to offenses committed on or after September 1, 2025.
