HB 2163 amends the Government Code to provide a one-time 10% adjustment to monthly benefits paid by the Teacher Retirement System of Texas (TRS). Additionally, it establishes a 4% annual cost-of-living adjustment (COLA) for service retirement, disability retirement, and death benefits. The bill also provides a supplemental payment in January 2026, equal to the greater of $2,000 or the regular monthly annuity payment for eligible retirees. These adjustments apply to payments made on or after September 1, 2025.
