HB 2168 establishes the Texas Commission on Federal Special Education Law and Funding to study and provide recommendations regarding compliance with the Individuals with Disabilities Education Act (IDEA). The commission will analyze statutory frameworks, burdens imposed by IDEA, and the resources used for compliance, while also developing recommendations to optimize support for students with disabilities. The commission will issue a report to the legislature and governor by December 31, 2028, and will expire on January 1, 2029
