HB 2184 allows tenants to terminate a residential lease without liability if essential utilities (electricity, natural gas, or water) remain out for more than 48 hours due to severe weather. Tenants must notify landlords of the outage and, if the issue persists beyond 48 hours, provide written notice of lease termination. The bill does not apply if utility service providers intentionally disrupt service. The provisions apply to leases signed or renewed on or after January 1, 2026.
