Digest
HB 219 amends the Texas Election Code to require individuals applying to register to vote to submit proof of U.S. citizenship. Applicants submitting voter registration applications by mail or facsimile must provide specific forms of identification to verify citizenship, including a REAL ID-compliant Texas driver’s license, Texas ID card, U.S. passport, birth certificate, or naturalization documents. If an applicant submits a mail-in or fax application without proof of citizenship, the registrar must notify the applicant of the required documentation. This bill applies to voter registration applications submitted on or after the effective date, September 1, 2025.
