Digest
HB 2230 amends the Texas Education Code to require the inclusion of instruction on certain political ideologies in the foundation curriculum of public schools. The bill mandates that students learn about political ideologies such as communism, socialism, fascism, and totalitarianism, specifically in the context of their conflict with the principles of freedom and democracy upon which the United States was founded. Additionally, the bill requires the use of first-person accounts in instructional materials when teaching about these ideologies. The legislation also expands civic education by incorporating the full texts of foundational U.S. documents, including the Declaration of Independence, the U.S. Constitution, selected Federalist Papers, excerpts from Democracy in America by Alexis de Tocqueville, the Lincoln-Douglas debates, speeches by Frederick Douglass and Martin Luther King Jr., and the writings of the U.S. founding fathers. These changes would take effect starting with the 2025-2026 school year.
