Digest
HB 2244 prohibits Texas state agencies from entering into contracts to purchase electric vehicles or their components if they are produced in scrutinized countries, specifically the People’s Republic of China. The bill requires vendors contracting with state agencies to verify in writing that they are not headquartered in China, owned or controlled by the Chinese government, or subcontracting with Chinese companies for electric vehicle production. If a vendor provides false verification, the state must terminate the contract, and the vendor will be barred from future state contracts. Violators are subject to a civil penalty of up to $250,000, enforceable by the Texas Attorney General.
