HB 2251 modifies Texas’ abortion laws by adding exceptions to the state’s near-total ban. The bill permits abortion if a physician determines that continuing a pregnancy poses a risk to the pregnant person's health, the fetus has a severe congenital anomaly, the pregnancy involves multiple fetuses where one threatens the health of another, a miscarriage is incomplete, or the pregnancy resulted from rape, sexual assault, or incest. It removes the requirement that doctors attempt to preserve the life of the fetus in medical emergencies and prevents automatic revocation of a physician’s license for performing an abortion under these circumstances. The bill also repeals certain sections of existing abortion laws to align with these changes.
