HB 2255 strengthens the rights of landowners regarding inactive oil and gas wells on their property. It requires oil and gas operators to notify both the Texas Railroad Commission (RRC) and the landowner at least three days before conducting fluid level or hydraulic pressure tests on an inactive well. It also gives landowners the right to witness these tests to ensure compliance with environmental and safety regulations.
