HB 226 amends the Texas Penal Code to create a new criminal offense for the manufacture of a firearm without a federal license. Under this bill, individuals who knowingly manufacture firearms without holding a federal license, as required under 18 U.S.C. Section 923, would commit a Class A misdemeanor. The bill allows for prosecution under this statute or any other applicable law if the conduct violates multiple statutes. The act would take effect on September 1, 2025.
