HB 2264 establishes new procedures for including information from friends and family in a patient’s medical records and creates discharge requirements for inpatient mental health, behavioral health, and substance use treatment. The bill directs the Texas Health and Human Services Commission (HHSC) to develop a Friends and Family Form, which individuals with a close personal interest in a patient’s well-being can submit to provide medical history, past hospitalizations, de-escalation techniques, medication history, and other relevant details. The information may become part of the patient’s official medical record, but health care professionals retain discretion over its relevance. Patients may prohibit specific individuals from providing information, and confidentiality protections are included. The bill also mandates discharge protocols for patients leaving inpatient care at mental health or substance use treatment facilities. Health care providers must notify the patient’s ongoing treatment professionals about the date and time of discharge, provide a medical summary within 24 hours, and distribute educational materials to patients and caregivers. These educational materials must include warning signs of self-harm and the importance of follow-up care.
