Digest
HB 2320 establishes new guidelines for specialist referrals within managed care health plans. It requires insurers and administrators of managed care plans that mandate primary care provider (PCP) referrals for specialist visits to accept referrals from a provider if the patient has had at least one prior visit with that provider and the referral is for a chronic or ongoing condition. The bill also sets limits on referral validity, specifying that referrals may be invalidated after three years, if the PCP withdraws the referral, or if the patient’s managed care plan or provider changes. Medicaid-managed care programs are exempt from this requirement. These provisions apply to health plans issued or renewed on or after January 1, 2026.
