HB 2346 authorizes county commissioners courts to adopt water conservation programs in unincorporated areas, including extraterritorial jurisdictions of municipalities. These programs may establish water use restrictions, conservation standards for new developments and subdivisions, and other water-saving strategies. However, the bill exempts agricultural operations from these restrictions. In cases of conflict, municipal ordinances will take precedence over county conservation programs.
