HB 2374 enhances infection prevention and control programs at long-term care facilities and imposes new requirements for preventing the spread of communicable diseases. It mandates that each facility establish an infection prevention and control program, overseen by a quality assessment and assurance committee. Facilities must designate primary and secondary infection preventionists who will monitor infectious agents, implement control measures, and notify public health officials of disease exposures. The bill also requires that rapid antigen COVID-19 and influenza tests be available for residents and staff. The Texas Health and Human Services Commission (HHSC) is authorized to impose administrative penalties on facilities that fail to comply.
