HB 2389 prohibits certain foreign entities and individuals—specifically from China, Iran, North Korea, and Russia—from purchasing or acquiring title to real property in Texas. It also bars governmental entities in Texas from entering contracts funded by public money with these entities or individuals. Exceptions are made for U.S. citizens and lawful permanent residents, even if they are citizens of foreign countries. The restrictions apply to transactions occurring after the bill’s effective date.
