HB 240 amends Section 81.006 of the Texas Local Government Code to modify quorum requirements for county tax levy votes in counties with populations of 3.3 million or more. Under the bill, a county tax may only be levied when five members of the commissioners court are present. If only four members are present, an absent member must submit a written notice of absence due to illness or other valid reason before the meeting. This legislation applies to commissioners court meetings held on or after the effective date.
