HB 2410 allows both public and private institutions of higher education to apply for open-enrollment charter school charters. The bill revises the Education Code to remove the previous limitation that only public senior colleges, universities, and junior colleges could apply for charters. It also requires charter schools operated by higher education institutions to follow certain educational and financial oversight standards, including direct faculty supervision and financial management by the institution’s business office.
