HB 2443 requires the Texas Education Agency (TEA) to prepare a report detailing public education mandates. The report must identify each mandate, specify the legal authority behind it, determine whether it is fully funded or unfunded, estimate the costs imposed on school districts, and assess whether it duplicates or conflicts with other mandates. TEA must collect input from school districts and stakeholders, publish the report on its website, and submit a copy to state leadership by December 1, 2026.
