HB 2477 mandates that state-provided group health insurance plans for government employees and retirees include coverage for doula services. The bill defines doula services as nonmedical childbirth education, coaching, and emotional and physical support provided during pregnancy, labor, delivery, and the postpartum period. This requirement applies to health plans under the Employees Retirement System, the Texas Public School Employees Group Benefits Program, and other state-run health insurance programs. The law takes effect September 1, 2025, and applies to health plans beginning January 1, 2026​.
