HB 2487 modifies the process for requesting a hearing regarding the refusal, suspension, or revocation of a vehicle title. Under current law, individuals may apply for a hearing through their county assessor-collector. This bill clarifies that hearings cannot be requested if the title dispute involves a salvage or nonrepairable vehicle, a vehicle subject to pending litigation, a vehicle already awarded to another party by a court, or a vehicle held as evidence in a criminal investigation. If an application is submitted in violation of these restrictions, the county assessor-collector must deny the request and is not required to hold a hearing.
