Digest
HB 2574 increases the threshold for voter approval of general obligation bonds issued by political subdivisions, such as counties, cities, school districts, and other local government entities. Under current law, a simple majority (more than 50%) of voters must approve these bonds in an election. This bill raises the requirement to a supermajority of at least 60% voter approval before a political subdivision can issue general obligation bonds. The bill applies only to bonds authorized on or after its effective date of September 1, 2025. This measure aims to ensure greater taxpayer control over government borrowing and debt issuance.
