HB 258 adds Section 661.925 to the Texas Government Code to establish leave provisions for lactating state employees. Under this bill, state agencies must allow employees sufficient time off, without a reduction in salary or accrued leave, to express breast milk each time the employee has a reasonable need. This entitlement extends until the third anniversary of the employee’s childbirth or reproductive loss. HB 258 is set to take effect on September 1, 2025.
