HB 2580 directs the Texas Department of Insurance (TDI) to conduct a study on health benefit plan coverage for treatments of traumatic brain injuries (TBI). The study will assess the number and types of claims filed for TBI treatments, coverage limitations, and the impact of substance abuse (including opioid addiction) on TBI treatment access. It will also evaluate the effects of policy exclusions, such as self-harm-related injuries. TDI must submit a report with findings and legislative recommendations by December 1, 2026, and the bill expires September 1, 2027​.
