Digest
HB 2592 increases the population threshold for mandatory juvenile justice alternative education programs (JJAEPs) from 125,000 to 200,000. Counties with fewer than 200,000 residents will no longer be required to operate a JJAEP but may continue doing so voluntarily. The bill also updates placement procedures, transition services, and special education accommodations for students assigned to JJAEPs. It further amends the Texas Family Code to clarify that juvenile courts in counties over 200,000 residents must condition a juvenile’s release from detention on their attendance in a JJAEP when applicable.
