HB 2608 revises the process for issuing waste discharge permits by the Texas Commission on Environmental Quality (TCEQ). Before approving a permit, TCEQ must assess whether regional waste collection and treatment systems could handle the waste more efficiently or if the applicant's proposed discharge would meet higher water quality standards than alternatives. This requirement applies to new permit applications filed on or after the bill’s effective date.
