HB 2630 revises homeowners' association (HOA) rules by limiting the control developers (declarants) have over HOA boards. The bill requires homeowners to elect at least one board member once 50% of lots in a subdivision are sold and one-third of board members once 75% of lots are sold. If a subdivision lacks a stated number of lots, homeowners must elect at least one-third of the board members by the fifth anniversary of the HOA's formation.
