HB 2642 modifies the Texas Commission on Environmental Quality’s (TCEQ) public hearing process for proposed concrete plants. The bill limits the right to request a public hearing to representatives of schools, places of worship, licensed daycare centers, hospitals, and medical facilities within 440 yards of the proposed site, as well as individuals who reside within that distance. Previously, any permanent resident within the affected area could request a hearing.
