HB 270 adds Chapter 100B to the Texas Civil Practice and Remedies Code, establishing civil liability for individuals who make discriminatory false reports to law enforcement or emergency service providers. Under the bill, any person who files a false report intending to provoke law enforcement action against someone due to bias or prejudice (based on race, color, disability, religion, national origin, age, gender, sexual orientation, or gender identity) may be liable to the falsely accused for damages up to $250. If the falsely accused prevails, they may also recover attorney’s fees and related costs. This Act applies to causes of action accruing on or after its effective date, September 1, 2025.
