Digest
HB 2743 dedicates a portion of the state's surplus general revenue to ad valorem tax relief. It requires the comptroller to transfer the greater of $1.5 billion or 10% of the state's ending certification balance from each biennium to a dedicated account in the general revenue fund. These funds may only be appropriated for property tax relief. This provision applies beginning with the state fiscal biennium starting September 1, 2027.
