HB 2749 allows counties with populations under 300,000 to adopt local ordinances restricting high-risk sex offenders (those assigned to risk level three) from entering child safety zones in unincorporated areas. The ordinance may prohibit such offenders from being within 1,000 feet of schools, playgrounds, and youth centers, with exceptions for transporting their own child, employment, or other legitimate purposes. A violation is a Class C misdemeanor, and existing residents near child safety zones are exempt from restrictions.
