HB 2754 creates a pilot program to provide personalized treatment for homeless veterans diagnosed with substance use disorders. The program, operated by the Texas Health and Human Services Commission in coordination with the Texas Veterans Commission, will fund at least 100 treatment grants. These grants will cover mental health treatment, detoxification services, supportive housing, and outpatient care. The program requires grant recipients to partner with local governments or nonprofits for long-term recovery services. A report on the program’s effectiveness must be submitted by October 1, 2026, and the program expires September 1, 2027.
