HB 2821 prohibits county governments from funding or implementing diversity, equity, and inclusion (DEI) initiatives, except where required by federal law. It bans counties from spending public money on DEI-related training, hiring practices, scholarships, or media, and prevents counties from contracting with vendors promoting DEI policies. The Texas Attorney General is authorized to enforce compliance, and counties found in violation may face tax rate restrictions and loss of state grant funding for two years.
