HB 2839 expands tuition and fee exemptions at public institutions of higher education for honorably discharged military personnel. It removes the requirement that a veteran must have entered military service in Texas or listed Texas as their home of record to qualify for tuition exemptions. Instead, eligibility is based solely on residency at the time of applying for the exemption. The bill maintains coverage for all previously eligible military conflicts and service periods​.
