HB 2848 establishes a tuition and fee exemption program for students attending Texas Southern University and Prairie View A&M University. It provides a full refund of tuition and required fees for a student's first semester if they graduate from a Texas high school, are classified as Texas residents, and earn a GPA of at least 2.0. Additionally, students who maintain a 2.0 GPA or higher throughout their first two academic years at either university will continue to receive a full tuition exemption. The bill also requires students to pass an exam before enrolling in their third academic year. This program is authorized through local and state funds, but universities are not required to provide additional exemptions beyond designated state appropriations. The exemption is set to expire after the 2044-2045 academic year
