HB 286 mandates a study by the Texas Department of Public Safety (DPS) to investigate the extent of stolen firearms used in criminal offenses in Texas since January 1, 1980. Using available data, DPS will examine patterns and usage of stolen firearms in criminal activities and report findings to the governor, lieutenant governor, speaker of the house, and relevant legislative committees by December 1, 2026. This Act expires on February 1, 2027, and will take effect on September 1, 2025.
