Digest
HB 287 mandates an annual study by the Texas Real Estate Research Center at Texas A&M University to analyze the impact of institutional buyers on the Texas single-family home market. The study will gather data on the number of single-family homes acquired by institutional buyers (defined as entities purchasing at least 10 homes per year), including details on properties acquired through foreclosure, those used as rentals, sales made within the same year, the geographic location of purchases, and the appraised values. The center is also tasked with examining market trends, assessing the impact of institutional buyers on housing costs, and analyzing any competitive advantages these buyers may have over individual purchasers. The first report is due by June 1, 2026, with subsequent annual reports delivered to legislative leaders. The Act becomes effective on September 1, 2025.
