HB 2888 bars unlicensed and uninsured drivers from recovering civil damages for injuries or losses resulting from a motor vehicle accident. If a motorist is found to be operating a vehicle without a valid driver’s license or without maintaining state-required liability insurance, they are prohibited from suing another driver or their insurer for accident-related damages. The bill applies only to civil actions filed on or after September 1, 2025.
