Digest
HB 291 requires purchasers of real property in Texas to file a sales price disclosure report with the chief appraiser of the county’s appraisal district within ten days of recording the deed. The report includes the sales price, method of financing, and any factors affecting the sale price. Certain transfers, such as those between family members or under court orders, are exempt. Appraisers may use sales price data to determine market value but cannot base valuation solely on this information. Penalties apply for false statements, with intentional errors subject to prosecution. The bill also empowers the chief appraiser to seek injunctions to enforce compliance and mandates appraisal districts to make forms accessible by January 1, 2026. The Act applies to property sales from that date.
