HB 2978 establishes minimum reimbursement amounts for prescription drugs and devices provided by pharmacists and pharmacies under health benefit plans. It prohibits pharmacy benefit managers (PBMs) from reimbursing pharmacies at rates lower than the actual cost of the drugs and requires reimbursement at least equal to Medicaid fee-for-service rates. The bill also creates an appeal process for pharmacies to challenge inadequate reimbursement rates.
