HB 2979 prohibits private entities from using eminent domain for high-speed rail projects. It also requires that any land acquired for high-speed rail must be used exclusively for that purpose. If the land is not developed within ten years or if the project is canceled, the original property owner has the right to repurchase the land at the original sale price.
