Digest
HB 299 requires the Texas Legislative Budget Board (LBB) to conduct a study assessing the long-term implications of regulating tuition rates at Texas public institutions of higher education. The study will evaluate the potential effects on affordability, accessibility, and institutional funding, including the consequences of repealing universities' authority to independently set tuition rates. Key components of the study include recommendations on appropriate tuition rates, analysis of the impact on student access—particularly for disadvantaged Texans, assessment of revenue impacts on institutions, and exploration of endowment funds or other resources to offset revenue losses if state regulation reduces tuition revenues. The LBB must submit its findings and recommendations to state leaders by December 1, 2026, and the Act will expire on September 1, 2027.
