HB 2991 introduces new regulations on blood donation by minors under the age of 18. It requires written informed consent from a parent, managing conservator, or legal guardian before a 17-year-old can donate blood or blood components. The bill limits minors to a maximum of one donation within 24 hours and two donations per calendar year, prohibits donations if the minor’s hemoglobin level is below 13 grams per deciliter, and bans compensation for minors donating blood. Additionally, it prohibits selling donated blood or blood components from minors for profit or to entities outside the United States. The Texas Health and Human Services Commission must establish rules to enforce these regulations.
