HB 3011 creates a franchise tax credit for businesses that provide child-care assistance to employees. The credit equals the amount of employer contributions made to employees for licensed child care, up to $3,600 per child per year. The total statewide tax credit is capped at $25 million annually and may be carried forward for up to five years. Businesses may also sell or assign their credits to other taxable entities. The Texas Comptroller will administer the program and determine credit allocations.
