HB 3028 requires courts and correctional facilities to provide written notice to individuals convicted of felonies regarding their potential eligibility to register to vote after completing their sentence. Judges must notify defendants completing community supervision, and the Texas Department of Criminal Justice must notify offenders who fully discharge their sentence, including parole or mandatory supervision.
